Locally anchored - globally networked: Mexico - Successful conditions for vocational training transfer and dual practices

For several decades, there has been a growing interest in Mexico in high-quality training that imparts practical skills by combining school-based and company-based training.

Dual vocational training practices are intended to help modernize the vocational training system and support branches of German companies with regard to skilled workers. In this respect, there is already a functioning interaction between various stakeholders in Mexico, particularly in the Central Highlands, but this still needs to be developed or deepened in other regions, such as the industrial region in the north and also in the major tourist destinations on the coast.

This project investigates the conditions for successful international cooperation in vocational education and training in Mexico. It argues that a regionally differentiated view is always necessary for the concretization of the conditions for success, which also includes the national level and international cooperation in a multiscalar way. The project concretizes this for the industrial area in Greater Mexico City as a region with experience in vocational training cooperation in comparison to the urban area of Tijuana with its assembly industries and the regions in Quintana Roo and Baja California, which are more strongly influenced by tourism.

The project identifies conditions for sustainably successful vocational training cooperation, both for the industrial and tourism sectors. The project identifies best practice examples of vocational training cooperation as well as potential for new and more in-depth cooperation. The results provide well-founded recommendations for international vocational training activities with a view to countries of the Global South, which are also strongly characterized by (assembly) industries and the tourism industry
